A donut city forms when residents and businesses move from downtown to the suburbs, leaving a hollow center behind. Donut cities were common in America in the 1960s, and according to Mark Davidson, a professor of geography at Clark University, the trend is reemerging.

Take San José, California. The city of 1 million people has one of the lowest return-to-office rates in the country. The city is losing residents even as demand for services grows. That demand is hard to meet with nearly 860 municipal staff positions left vacant due to budget constraints.

Davidson has identified similar patterns in cities like Chicago, Houston, New York and San Francisco.

“It’s not yet clear how important or uniform this trend will become,” Davidson writes. “What we do know is that the federal and many state governments have their own budget issues and will therefore not be moving in with a fix.”
