Budworth, who at the time was on the bureau's Rapid Response Team, is accused of striking a woman in the head with a baton.

Their unpaid bills are absorbed largely by state supported medical centers and by the taxpayers. In addition, the uninsured are billed at full fees rather than the greatly discounted fees negotiated by insurance companies both private and public, making payment even less likely.
