    The final framework for the social-spending bill has yet to be released, but it's clear progressives are having to cut many elements of their initial $3.5 trillion proposal to appease moderate lawmakers, including Senators Kyrsten Sinema and Joe Manchin, who have pushed for a lower price tag on the bill.

California Rep.
