Google measures language patterns with an algorithm called TF-IDF to determine the "semantic relevance" of pages, and see if keywords are being adequately addressed. So if one of your pages just won't rank, you might have a problem with your semantic relevance score. To run an audit, you can download a free tool called Website Auditor. Head to Content Analysis, then select TF-IDF. Add the uncooperative page's URL and the relevant keywords, and run the audit. The tool will analyze your page's semantic relevance against your competitors', giving you a list of words and phrases that should be added to your content.
