    On Monday, Howard had been one of at least six historically Black colleges and universities to receive bomb threats, prompting lockdowns and police investigations. Howard University was among the first to issue a shelter-in-place order early Tuesday, the first day of Black History Month.

Yes - While I understand the value and expediency of using plea deals to move likely-guilty-outcome trials through the justice system, I think there is often at least a perception that "If you make us go to trial, we will make it worse for you" involved. Having a jury trial is a right, and people should not be penalized for exercising their rights.
