Russian oligarchs seeking to avoid being hit by foreign sanctions don’t have to travel far. In 2018, the Kremlin created special autonomous regions on small islands on opposite sides of the country’s borders that have become, in practice, tax havens.

Payments giant PayPal said it identified 4.5 million accounts on its platform “were illegitimately created,” highlighting ongoing issues with fraud in the fintech space. Compounding governance issues, the company reported profits fell short of analysts’ expectations and anticipated slower growth in 2022 than previously expected, with shares tumbling 25%.

Shares of Facebook parent company Meta fell 20% in after-hours trading after reporting a fall in profitability. Competition from rivals such as TikTok is finally taking a toll on the 18-year-old social network, which recorded its first-ever drop in daily active users.

Mehmet Oz, the celebrity known as Dr. Oz, promoted unproven medical claims during the pandemic and is now trying to become a U.S. senator from Pennsylvania. His campaign is backed by some of the richest people in the country.

Members of OPEC+ met for just 16 minutes on Wednesday, agreeing to increase oil production by 400,000 barrels per day in March. Concerns remain over whether they can actually reach that target.
