No - However, we should be requiring that immigrants bring something to the table. No nation wants nor should they accept the dregs of other nations and plug them right into their citizenry. Not just should we be vetting people for skills useful to the US, we should be putting people in the position to succeed. Even if it's just labor for farm work (which make no mistake, we desperately need about now!), we should be making sure these folks are well-documented with a clear path to citizenship, complete with tax payment and all the benefits that come with being a citizen.
