Yes - The number one factor that has allowed the United States to greatly reduced its carbon emissions has been the phasing out of coal powered electric plants in favor of natural gas powered electricity generation. Doing the same in Europe is the most immediately available low hanging fruit to reduce their carbon emissions, and globally the most immediately available and impactful carbon emissions reduction opportunity would be for China to do the same, as they have by far the highest number of coal power plants and continue to put on more and more new coal plants online at an astounding rate.
