treasury balance - 44.89m DOT (~$237.93m) // 🔺 0.20% from last week Referendum 121, proposing to upgrade the relay chain to runtime 9420 (from 9370), is now up for vote. Among many other changes, this would enable Polkadot OpenGov. OpenGov removes the Council and Technical Committee, and creates an even more democratic and open process to on-chain governance while maintaining security. For details, see the wiki. Note that this will not immediately remove the traditional Gov1 processes. Both will run in tandem until and unless another governance decision removes Gov1. Referendum 119, proposing to swap to perform a parachain lease swap between two different parachain IDs controlled by Acala, is now passing with 53% in favor and 24 days left to vote. Referendum 114, proposing to onboard a Bridge Hub system parachain to Polkadot, was passed. Referendum 115, proposing to open three new HRMP channels between Statemint and Bitgreen/Subsocial/Manta, was passed. Referendum 117, seeking a force_transfer back to the Treasury from a previous Treasury Proposal, is currently failing with 76% in favor. Referendum 118, proposing to gradually increase the ideal number of validators in the active set to 400, is currently passing with 81% in favor and 19 days left to vote. Referendum 120, proposing to upgrade the Collectives parachain runtime to v9420, which would also enable the Fellowship on this parachain, is currently passing unanimously with 11 days to vote. Motion 399, funding the 2nd of 3 tranches for Polkadot Decoded, was passed and executed. Motion 400, funding Integritee to develop privacy sidechains Statemine and Statemint, was rejected. Motion 401, funding Grabber to develop a multi-parachain tool that incentivises governance voters and crowdloan participants, has passed Council vote. Motion 403, upgrading Collectives system parachain to runtime v9420, has passed Council vote. Motion 405, funding Cryptonitas to produce Polkadot education content for the Spanish community, is under consideration. Motion 406, funding the operational costs of Dot.alert() for Q2-Q3 2023, is under consideration. The platform currently presents Polkadot technologies in context and has created a collaborative space for Polkadot community members to provide practical guidelines for managing assets safely across the Polkadot ecosystem. Motion 407, funding a survey of the Polkadot Data Ecosystem for the creation of a Github repository, is under consideration. Information provided will include lists and descriptions of Polkadot-specific terms and definitions, Reports with a focus on data, Tools/Web Sites, Open Source Libraries and Datasets, and much more. Motion 408, funding the development of a Time Weighted Automated Market Maker pallet, is under consideration.

Whitelisted Caller - for proposals approved by the Fellowship Referendum 167, to upgrade Kusama’s XCM to v2, was passed. Referendum 188, proposing increasing the number of parachain validators to 250 is now up for vote with 99.7% in favor. Referendum 190, proposing runtime upgrade for Kusama system parachains Statemint and Collectives, is now up for vote with 99.7% in favor. Referendum 195, proposing to update relayVrfModuloSamples to 6 in parachain validation configuration, is now up for vote with over 99.9% in favor.
Small Spender - for proposals requesting less than 333.33 KSM Referendum 177, to fund the improvement of Kusama OpenGov through the use of auditors who audit proposals, was approved. Referendum 193, to follow-up funding for Parasnaps due to market conditions, is failing with 68% in favor and less than 10 days to vote.
Medium Spender - for proposals requesting less than 3,333.33 KSM Referendum 176, funding Dwellir for the development and maintenance of its RPC services for Q2 2023, was approved. Referendum 178, funding milestones 2 & 3 of Sol2Ink development (a tool that transpiles Solidity smart contracts to ink! smart contracts), was rejected. Referendum 179, funding Sublab to develop tools for developers in the Substrate ecosystem, was rejected. Referendum 182, funding Supercomputing for the maintenance of the substrate-api-client from May 2023 until July 2023, is passing with 94% in support and less than 3 days to vote. Referendum 183, funding OnFinality for running high performance public infrastructure for Kusama and Statemine, is passing with 98% in favor and less than 2 days to vote. Referendum 189, funding Stakeworld for running RPC nodes, bootnotes, and snapshot services, is passing with 66% in favor and less than 6 days to vote. Referendum 192, funding GigMind, an innovative recreational platform tailored for the Kusama ecosystem, is failing with 98% against and less than 10 days to vote. Referendum 198, funding Subsocial for the development of OpenComm, an on-chain communication protocol, is failing with 82% against and less than 12 days to vote.
Big Spender - for proposals requesting less than 33,333.33 KSM Treasurer - for proposals requesting up to 333,333.33 KSM Referendum 171, to close the Infrastructure Maintenance Bounty #13 following the community’s disapproval of a top-up request for said bounty, was approved. Referendum 175, to fund the monitoring of public RPC/WSS endpoints and node database analytics, was rejected. Referendum 191, proposing to close two bounties (Infrastructure and Spanish Language Context), as well as providing some contextual information via system.remark, is currently failing with 0 KSM in favor. Referendum 194, to fund the monitoring of public RPC/WSS endpoints and node database analytics, is failing with 61% against and less than 11 days to vote.

Acurast published On the Journey of Universal Interoperability. Astar announced a partnership with JR Kyushu, the largest rail network in Japan. NFTs on Astar Network will provide memorabilia and “proof of riding” certificates for 330 million people riding the railway annually. Apillon announced an integration with Moonbeam to bring a smart contract service to Web3 developers. Darwinia has been integrated into SubSquare’s governance platform. Equilibrium announced an XCM integration with Moonbeam, bringing Multichain assets to Equilibrium and demonstrating the potential of Moonbeam’s Connected Contracts. Integritee published Web3 Bounties: Rewarding Developers with Tokens. Mangata launched its Early Access Beta Tester Program where users can get a share of $50,000 in $MGA airdrop. Manta announced that ReadON, one of Manta’s ecosystem projects deployed on the Arbitrum ecosystem, is enabling support for zkSBTs to enable private identity verification on its application. Moonbeam announced that Uniswap will be deployed on its network. Moonsama announced that following a successful alpha stage on, the Beat Pressure game is now open to everyone. The game lets you interact with your own music NFTs and has a free demo version. Nodle launched a new Contacts feature, a private contact list to streamline transactions and exchanges. OAK has upgraded Turing's (its Kusama parachain) XCM version to V3. peaq announced an integration with NATIX Network, one of the world's fastest-growing decentralized physical infrastructure networks. Pendulum’s governance prevails over PEN social engineering attack. Subsocial announced that dApps on its network can now be used without a wallet, tokens, or constant confirmations. Unique has rolled out its marketplace docker on GitHub, allowing devs to integrate with the network and create their own white-label NFT marketplaces. Zeitgeist announced the reboot of its Seers program, its version of an ambassador program. Various projects published new ecosystem reports: Aventus, Bit.country, Darwinia, Interlay, and Unique.
Did you know that with Polkadot Vault, you can turn almost any old mobile phone into a secure air-gapped signer for Polkadot, Kusama, and many parachains? Polkadot Vault (formerly called Parity Signer) is open-source. You can view the code here. Polytope Labs published a way of efficiently verifying the Ethereum Beacon chain's Casper FFG consensus proofs using a SNARK-based approach, based on W3F research. This would help with zk-bridges between Polkadot and Ethereum. Polkadot-JS Apps v0.130.1 was released. Polkadot-JS Extension v0.46.3 was released. Polkadot-JS API v10.7.1 was released.

Steven Pineda, RMRK’s EVM dev lead, posted a thread on the differences between ERC 6551 (a new NFT ‘nesting’ standard) and ERC 6059 (RMRK’s nestable NFT standard).
