Who was about to run in the hall and then didn’t because they heard that announcement? No one. Same goes with correcting behavior via group announcement. The guilty party doesn’t tend to notice. And at least 20% of people who aren’t guilty start panicking that the announcement was really about them. If you’re announcing a change, a group pronouncement is fine.
