Deputies responded within six minutes, but the man was nowhere to be found.

No - You can’t just disregard inhumane treatment of people for another policy. This looks like China saying they’ll think about climate change (historically they say they will but don’t) as long as we disregard genocide and enslavement of a whole group of people. It’s classic bad faith negotiations, and following a policy like this will lead to their continued pollution as well as US approved genocide.
