No - If they are "unconditional cash payments for the poor" you have to have a definition of poor, if you have a definition of poor you place a limit on means and it is thus means-tested. [...] I don't think we should just throw payments at people even with means-testing. I believe social welfare should be a tool to help someone get on their proverbial feet not a permanent crutch allowing them to continue on with no change but fewer consequences. [...] Only in cases where change is not possible/feasible, such as people with severe physical or mental disability, should these payments be permanent.
