No - Why should every local problem be paid for by the federal government and federal taxes? Flooding due to rising sea levels is a well-telegraphed problem, there have been ongoing warnings about it since at least the 1990s, and it affects only coastal states and cities. States and local jurisdictions should be responsible for any planning and costs due to often expensive homes for the wealthy being flooded on the disappearing coast. Landlocked citizens of the Midwest should not be forced to pay for the poor decisions and planning of coastal states causing their own long-term problems.
