Yes - Many refugees are fleeing for economic reasons, and intend on staying where they get to. While poverty in poor countries is a real problem, we should solve it there for a variety of reasons. The Ukrainians are fleeing a hot war, and I expect almost all would return to their country when this is over, assuming especially that Ukraine remains free from Russia.
