    Beginning the next school year, students in sixth through 12th grade will be required to use clear or mesh backpacks, [the Dallas Independent School District, the second largest in the state] announced. Other bags won’t be allowed. The district said it will distribute free clear backpacks.

    While there is no official count of how many schools have had similar policies, said [Jaclyn Schildkraut, an associate professor of criminal justice], they’re rarely in place for longer than a year or two. Michael Dorn, executive director of Safe Havens International Inc., a global nonprofit school safety center, said these requirements are “largely ineffective” because of how easy it is to conceal weapons, even in clear backpacks.

No - There would be occasions when a shooter’s ability to shoot others is cut short by a bystander with a gun. There would also be occasions when would-be hero bystanders missed the target and hit other bystanders. Hard to say if more lives would be saved or lost overall, but one thing seems pretty clear: people who go into crowds or malls or schools to shoot strangers are not that concerned for their own lives. Fewer people killed in mass shootings? Maybe, maybe not. Fewer mass shootings? No.
