How is the Biden administration recommending federal drilling be reformed?

Biden administration proposes oil and gas drilling reform but stops short of ban.
CNBC (Moderate Left) • Factual Grade 75% • 3 min read

The report, published by the Interior Department, recommended increasing royalty rates, bonding rates and other fees for drillers, prioritizing leasing in areas with known resource potential and avoiding leasing in areas that can be developed to protect wildlife habitat. The minimum royalty rate is currently 12.5% for oil and gas production on federal lands.
    ...
Environmentalists argue the report offers little on the climate impacts of drilling and contradicts Biden’s vows to end drilling on public lands. The Biden administration has approved 3,091 new drilling permits on public lands at a rate of 332 per month, a faster pace than the Trump administration’s 300 permits per month.
    ...
“A minor increase in the royalties paid by climate polluters will have zero impact on combating the climate crisis, and will in effect make the federal government more dependent on fossil fuels as a source of revenue,” said Mitch Jones, policy director at the environmental group Food & Water Watch.

HIGHLIGHTED COMMENTS

Some - Research has repeatedly shown that polypropylene masks (surgical) masks and n95s (or better) work very well. However even when they trial "cloth" masks they use a layer of polypropylene on the outside with a cloth inner layer. While those studies have also shown efficacy, they also do not represent how people are actually masking. The truth is most homemade masks are made of crappy 80 thread count cotton or similar which boast filtration efficiencies around 5% when looking at droplets between 100 and 200 microns.

A Lot - People will always be able to point to a study, or an "expert" who will disagree with mainstream medic...

None - In a recent study piloted by Stanford, Yale, University of Bangladesh, a 600,000 person population with real control groups studied the effects of masking effica...
