No - The key to tax compliance is simplifying the tax code. Tax avoidance (perfectly legal and used by every taxpayer who ensures s/he does not overpay and gets a maximum tax refund) and tax evasion (illegally hiding income) are very expensive activities which require expert accountants and tax lawyers. These activities need to be disincentivized by making them more expensive than simple compliance. All the loopholes, credits, and exemptions need to be ripped out of the code and replaced lower flatter rates.
