No - They should just pay teachers a living wage and then they will find that there will be a lot more candidates who choose teaching as a career. In Germany, teachers have to meet a high qualification (competitive program, ~5 year degree), but teaching is a career which pays a lot of money (one of the best paid careers), and therefore there is no teacher shortage and it is actually difficult to get accepted into a teaching program because you have to prove academic excellence.
