    Days of heavy rain had raised the threat of flooding and engorged the Pearl River. The rising water did not reach the levels that had been feared, but it nonetheless swamped water treatment operations. State officials [cited] the low water pressure and the failure of several pumps at the city’s largest water treatment facility. They also said that the drinking water system overall lacked sufficient numbers of workers.

    The situation is familiar for many in Jackson [which has a population of 150,000], as the reliability of the city’s water system has been undermined by repeated failures in recent years. In 2021, the system was upended for weeks after a powerful winter storm [caused] pipes and water mains to burst.

    For decades, the city’s population has been shrinking, an exodus propelled in large part by the flight of white residents — along with their tax dollars — to surrounding affluent suburbs where, by and large, the water on Tuesday was flowing just fine.
