No - Whether or not they are bussed anywhere is so far down the list of concerns for those illegally entering the country that it will not change the decision of whether or not to immigrate. What may alter the likelihood of immigration is if bussing immigrants to cities who openly encourage immigration causes them to experience the resource strain that border states have always been forced to deal with, and causes them to change their attitudes toward border security.
