    The two murders were isolated, and both involved tourists instead of locals. One of the shootings happened on Friday night in an area with many tourists. Miami Beach Mayor Dan Gelber said the problem was spring break itself, saying "We don’t want spring break in our city. It’s too rowdy, brings too much disorder and is simply too difficult to police."

    Gelber said the "overwhelming volume of visitors" and the presence of guns creates an "intolerable situation." He noted that this year the city had an "unprecedented police presence," which did not appear to have much impact. Police have impounded more than 70 firearms in the last three weeks. Other city officials also said that massive crowds and "extreme traffic" posed a large challenge to law enforcement.

Yes - The 250,000 limit has not raised over time with inflation. Also, while most individual people won't have accounts with that kind of balance, they have to understand that small businesses and medium businesses also have bank accounts. These accounts are where the money comes from for those businesses to pay their employees and benefits, among other items. It is a burden for those businesses to have to manage multiple bank accounts when they have revenues and cash flows from their businesses.
