“Sanctuary city” has no fixed definition, but it typically refers to a municipality that discourages – or even blocks – local police and other officials from cooperating with U.S. Immigration and Customs Enforcement.

In Philadelphia, for example, city workers are prohibited from asking about immigration status in most situations, and police may not stop, arrest or detain a person based on their perceived immigration status. Jails are barred from honoring ICE requests for inmates’ release dates, or to hold an immigrant after their release so ICE can pick them up.

So does that mean unauthorized immigrants in the U.S. – as long as they live in a sanctuary city or state – need not worry about President-elect Donald Trump's promise to deport a record number of immigrants?

Not quite.

As Temple University law professor Jennifer J. Lee explains, sanctuary policies can “throw a wrench in immigration enforcement” but “do not prevent undocumented immigrants from being deported.” In fact, Lee says, there are signs that the incoming administration will retaliate against sanctuary cities with additional enforcement.
