Why will Congress vote on bypassing negotiations between railroads and unions?

Source: Bloomberg

  1. Summary
In September, 12 major rail unions began considering a draft contract brokered by the White House. The draft agreement would raise pay 24% by 2024 and cap healthcare premiums. If a single union rejected it, all 12 would strike in solidarity. Four of the unions (including the largest) have since rejected the draft agreement. The agreement deadline is Dec. 9.

President Biden on Monday called on Congress, which has the authority to impose an agreement on workers, to take action. Congress will vote on the issue Wednesday. The announcements come after hundreds of business groups called on Biden and Congress to take action. House Speaker Pelosi said Democrats were reluctant to intervene but the economic impact of a national strike would be "catastrophic."

The key issue in negotiations concerns sick leave. Unions demand at least six days of paid sick leave. (Workers currently are expected to use vacation time for sick days.) The agreement that will be considered by Congress does not include paid sick days.

HIGHLIGHTED COMMENTS

Yes - Police don't get to pick which laws they enforce. The legislatures are embodied to enact laws and police exist to enforce them. If individual policemen or departments don't like certain laws they need to get to work trying to change them, but they don't have the right to choose to ignore them. Loss of funding may be the best way to keep the police in line if they are not doing their job.
