  1. Summary
    Rep. Kevin McCarthy, the House of Representatives' GOP leader, lost two votes in the chamber to become its next speaker on Tuesday. The House will hold another vote on Wednesday to elect its next leader. It is the first time in a century that no one was elected House speaker on the first ballot of Congress' new session.

    Democrat Hakeem Jeffries won the most votes initially, but fell a few votes short of the 218 needed to become speaker. Because the GOP holds a slight majority in the House, McCarthy cannot lose more than four Republicans. 20 Republican representatives oppose McCarthy.

    Rep. Scott Perry, part of the GOP group opposing McCarthy, said they want him to commit to pushing several policies. Those include tougher immigration laws, a balancing of the budget, term limits for members of Congress, and replacing the federal income, payroll, and estate taxes with a single sales tax. There is no clear alternative to McCarthy, so he may work out deals with the lawmakers behind the scenes.

If it is unfair that some people cannot afford bail, then it is literally equally unfair that some people cannot afford to pay fines imposed by the state.
