    The Department of Transportation is looking into whether Southwest Airlines is complying with its customer service plans following a series of flight cancelations by the airline. Southwest blamed the winter storm. But while all U.S. airlines canceled some domestic flights in recent days because of weather, Southwest's performance was uniquely poor.

    On Monday Southwest canceled 2,900 flights, 70% of its schedule for that day. On Tuesday the airline canceled over 2,500 flights, more than 60% of its schedule, despite improving weather conditions. The next-highest number of cancelations came from Delta, with 265 flights canceled.

    A spokesperson for the company said the weather issues were exacerbated by a problem with "connecting flight crews to their schedules." Executives and union leaders said the company's flight routes were partly to blame. Unlike other airlines that fly near central hubs, Southwest flights are much more dispersed, which makes it difficult to isolate delays to one area and causes a ripple effect for disruptions.

Yes - The US already has security planning processes in place for most metropolitan areas in the country, so they should be aware of the potential for damage to the electric grid and have contingency plans in place. Since the grid is so spread out, it has facilities in many remote areas, which cannot all be protected, so the grid operators/owners need to assess the risks and identify the appropriate protective measures. It needs to be implemented on a rational basis at the local level. [...] I see the government offering incentives to harden infrastructure that has been identified as critical and penalties for utilities that fail to do so.
