  1. Summary
    President Biden on Thursday announced a two-pronged border policy that will increase legal immigration while increasing expedited deportations. Mexico agreed to accept greater numbers of deported migrants. The legal admissions would be capped at 30,000 per month. There were about 82,000 illegal border crossings in November.

    The U.S. will increase the number of migrants it accepts from Nicaragua, Cuba, and Haiti (where many recent migrants have come from). Eligible migrants will need to pass background checks and must have a U.S. sponsor. The admissions would be under a humanitarian pathway that allows migrants to live and work in the U.S. on a temporary basis.

    The policy is modeled after the administration's humanitarian pathways for Ukrainian and Venezuelan migrants. In October 2022, the U.S. convinced Mexico to accept more deported Venezuelans while the U.S. agreed to allow more Venezuelans to enter legally. The administration said the policy resulted in a large drop in Venezuelan migrant crossings.
