House Republicans have already pledged to not cut the defense budget or entitlement spending. Non-defense discretionary spending was $772.5 billion in the 2023 fiscal year.
   
   The White House rejects House Republicans' proposal and Democrats cite debt ceiling increases made during the Trump administration, which were not paired with spending cuts.
