    Attempts to advance (not pass) abortion bans have failed in both Nebraska and South Carolina. In Nebraska, a bill banning abortion once a fetal heartbeat can be detected (around six weeks) failed to advance by a single vote. Republican Sen. Merv Riepe, who originally cosponsored the bill, abstained from voting. Riepe noted he nearly lost reelection to a Democrat who focused her campaign on abortion.

    In South Carolina, the Senate voted 22-21 to suspend a bill to ban nearly all abortions, with narrow medical exceptions. All five of the chamber's women, three of them Republican, voted against the ban. It is the third time in the last year the state has failed to completely ban abortion.

    Nebraska bans abortions past 20 weeks of pregnancy and South Carolina bans the procedure after 22 weeks, but both states have become regional havens for abortion care, as bordering states have passed strict abortion bans. Despite those two recent ban failures, Florida and South Dakota have just succeeded in passing 'heartbeat' abortion bans.

Yes - It articulates a fundamental justice that should be obvious, but apparently isn't; should be common sense, but apparently a lot of people don't have that; should be unnecessary and redundant, but apparently isn't. Courts often infer the principle from the general drift and intent of the Constitution and its amendments, but apparently inference isn't persuasive enough. History and current events demonstrate that it's a principle that needs unambiguous expression.
