    According to a heavily-redacted court order released Friday, the Foreign Intelligence Surveillance Court (FISC) ruled last year that the FBI violated its own standards in searching for information on Americans collected under Section 702 of the Foreign Intelligence Surveillance Act (FISA). Section 702 lets the government surveil foreigners outside the US without a warrant. The FISC has oversight over the government's spying powers.

    The FBI can use the database if the query has a foreign intelligence purpose or is intended to find evidence of a crime. The FISC said the FBI improperly used the database 278,000 times from 2020 to 2021. The searches included some of those involved in the Jan. 6 riot and George Floyd protests, as well as 19,000 donors to a congressional campaign.

    The document comes as Congress prepares to debate the renewal of Section 702. Section 702's defenders describe it as essential to intelligence work, while critics argue dragnet surveillance subjects Americans to warrantless searches. The FBI says it recently reformed its FISA practices.
