    A first-of-its-kind US climate change trial kicked off on Monday. 16 young plaintiffs allege Montana is violating its constitution by failing to limit its greenhouse gas emissions. Unlike most states, Montana's constitution says the state is obligated to maintain a "clean and healthful environment."

    Despite the constitutional provision, a 1971 law declared the state must balance the environment with resource development, and another revision passed last year bars the state from considering greenhouse gas emissions in environmental reviews. A legal victory for plaintiffs would not directly impact other states, but could be influential to future litigation.

    Terry Anderson, an economist who will be a witness for the state, says Montana's carbon emissions have declined and the state's policies "have virtually no effect on global or local climate change." Anderson further argued climate change could benefit the state by lengthening crop-growing seasons. The plaintiffs say climate change has already harmed the state and its farmers by bringing drought and severe flooding.
