    A 21-year-old white man was identified as the gunman in a shooting that killed three Black people at a Jacksonville, Florida, store. The shooter left behind a manifesto full of racial slurs that authorities described as "completely irrational." Police say the attack was racially motivated. It took place in a predominantly Black neighborhood, but for unknown reasons, the shooter let both Black and white patrons flee before killing himself.

    The attack took place shortly after the suspect showed up at a historically Black college; he was confronted by a security officer and left. Jacksonville County Sheriff T.K. Waters said the suspect may have gone to the university to change into a bulletproof vest rather than to attack the school.

    Waters said that the suspect lived with his parents and had no criminal record, though he was voluntarily committed to a hospital for a mental examination at age 15 following an episode of domestic violence. Waters said the suspect legally purchased two guns this year, and that the gun shops correctly followed all procedures.
