Lowering drug costs is a tantalizing campaign promise that arguably appeals across the political spectrum. Actually making changes that won’t end up coming out of patients’ pockets down the line, however, is easier to put in a party platform than it is to accomplish.

“When it comes to drug pricing, the Trump and Biden-Harris administrations both have some very modest wins to tout,” writes C. Michael White, director of a University of Connecticut health policy research group. Many of these wins – from $35 insulin to allowing the federal government to negotiate prices with the pharmaceutical industry – will only benefit a share of Americans, and often neither immediately nor substantially.

Whether you attribute the somewhat lower drug prices you might see in the future to Donald Trump or Joe Biden-Kamala Harris, incremental progress is being made from one administration to the next. However, as White writes, truly “lowering the costs of prescription drugs would require identifying the maximum price the nation is willing to pay for benefits” and walking away empty-handed if the price is too high. And even that may not be enough to stop the bleeding.
