A new bill designed to update the nation’s children’s privacy laws was introduced this week — with the potential to throw a real wrench into Facebook’s plans to release a version of Instagram aimed at kids. The proposed legislation would expand the age range of children covered under the law and strengthen federal oversight of internet services aimed at kids.
