Instagram users around the world are seeing a notice that lets account holders know their “Video posts are now shared as reels” which means you can now enhance all video with music, effects, and the reels editing tools

The notice shares further details.

If the user’s account is public, anyone can see their video and use its audio to create a reel.

Additionally, the default settings allow anyone to create a remix of the posted video (reel) “and download it as part of their remix.”
