    Los Angeles' new mayor, Karen Bass, officially declared a state of emergency over homelessness on her first day in office. Mayor Bass had made homelessness a central issue in her mayoral campaign and eked out a victory against billionaire developer Rick Caruso, who campaigned on public safety.

    Mayor Bass said that the emergency declaration will allow the city to quickly marshal resources to acquire interim and permanent housing. Her plan entails clearing out encampments while leasing out entire hotels and motels for the homeless. Bass says she plans to get 15,000 homeless people into housing in her first year in office.

    About 69,000 people in Los Angeles County are homeless, which is 40% of California's homeless population. Los Angeles spent millions in pandemic funding to address homelessness, but those programs are ending even as its homeless population has grown 12% since 2020.
